Transforming Gaza’s prisons into rehabilitation and reform centers

The General Directorate of Reform and Rehabilitation adopts the reform philosophy, an approach, and a goal in dealing with sentenced inmates, based on the mission of the Ministry of Interior and National Security, and in line with the global trend towards protecting human rights.

The human aspect of the inmate’s conditions is the first criterion in the strategy of the reform and rehabilitation centers, parallel to ensuring the right to health care for those who need it, as well as educational services starting from literacy and basic education, through university studies and ending with postgraduate studies.

In order to achieve what the Correction and Rehabilitation Centers have sought since their establishment, six reform and rehabilitation centers for inmates have been established and developed in the five governorates of the Gaza Strip, in addition to the “Women” Rehabilitation Center in Gaza City.

According to the Director-General of the General Directorate of Reform and Rehabilitation, Brigadier General Alaa Al-Hindi, the establishment of these centers and their work came in accordance with international human rights standards, in a manner that guarantees the rights of inmates and their social, health, and cultural care, to be close of their relatives and to facilitate their visit.

The Brigadier General, Al-Hindi, said, in an interview on the Ministry of Interior website, that the directorate has provided its centers with all available facilities, such as a mosque, a library, and a hall for training and public uses, as a contribution to the correctional and inclusion aspects of its rehabilitative policy for inmates.

Among the most important programs that work to change the inmate’s behavior is to provide him with a profession or craft from which he earns his strength and the sustenance of his family, whether during his imprisonment or after the end of his sentence and his reintegration into society.

Al-Hindi said that the directorate had opened 6 technical workshops in which more than 200 inmates worked continuously.

In terms of female inmates’ rehabilitation and reform, the General Directorate of Correction and Rehabilitation Centers held several events, the most prominent of which was the opening of the two exhibitions, “The Radiance of Hope” for inmates’ products.

The exhibitions included handmade embroideries, including home furniture, women’s dresses, shawls, and embroidered bags, as well as art forms, watches and maps, a special corner for woolen clothes, and other foods and sweets.

On the other hand, Al-Hindi stated that many educational programs are currently being implemented within reform centers in cooperation with the Ministry of Education, including “literacy, parallel education, high school, and university level”.

Hee indicated that after taking literacy exams, the inmate enrolls in the parallel education program for school grades in regular education, which qualifies him to obtain a high school diploma.

He revealed that 183 inmates have enrolled in the directorate’s parallel education programs during the last period, while 224 inmates have enrolled in literacy programs, and 35 inmates have enrolled in university education.

In order to allow the inmates to communicate with their families, Al-Hindi pointed out that the Correction and Rehabilitation Directorate has granted inmates more than 50 thousand visits to their families, in addition to about 309 thousand external phone calls locally and internationally, in a free humanitarian initiative to strengthen preventive measures and provide a safe and healthy environment in the shadow of the coronavirus pandemic, as visits were canceled as the virus began to spread in the Gaza Strip.

He pointed out that the various correction and rehabilitation centers have enabled their inmates to make 3,800 visual contacts with their families via the Internet, as part of the coronavirus prevention measures.

Al-Hindi said that the Correction and Rehabilitation Centers did not ignore the inmate’s right to legal seclusion with the aim of exercising their natural right to meet with their spouses, and also as a means of controlling inmate behavior.

Al-Hindi added that the General Directorate of Correction and Rehabilitation Centers has established a medical clinic in each of its centers, run by the Military Medical Services Directorate, and is concerned with the health and psychological follow-up of inmates, as well as those arrested in police stations.

Since its establishment, these clinics have provided more than 44,000 medical services, including periodic medical examinations, laboratory analyzes, and scouting follow-ups by specialized doctors.

The Ministry of the Interior of Gaza followed a comprehensive policy to reform and rehabilitate the inmates so that the entire period of their stay in prison was an opportunity to reform and correct their behavior to integrate into society and become a good citizen that benefits his family, his country and his people. 

Prisons in Gaza have been referred to rehabilitation and comprehensive reform centers.
