DaysofPal – The United Nations Human Rights Council announced on Monday that it will convene an emergency debate on Tuesday to address Israel’s unprecedented attack on Qatar, which targeted Hamas leaders in the capital, Doha, on September 9, 2025.
UN Secretary-General António Guterres described the assault as “a flagrant violation of international law and norms and a serious threat to the security of Qatar and the region.”
In a phone call with the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, last Thursday, Guterres expressed grave concern and solidarity with Doha, urging the international community to work toward a lasting ceasefire in Gaza “rather than destroying the paths leading to it,” according to the official Qatar News Agency (QNA).
That same day, the UN Security Council issued a press statement condemning the attack on Doha, though it stopped short of directly naming Israel. Drafted by Britain and France in consultation with Qatar, the statement deplored the civilian casualties, stressed the importance of de-escalation, and reaffirmed support for Qatar’s sovereignty and territorial integrity. The Security Council also highlighted Doha’s crucial mediation role in regional negotiations alongside Egypt and the United States.
The escalation came after Israel confirmed on Tuesday that its military had carried out airstrikes in the Qatari capital, claiming to target Hamas leaders. The strikes killed six people, including a member of Qatar’s internal security forces.
Qatar retaliated by condemning what it described as a “cowardly and criminal attack” on residential compounds in Doha that housed Hamas Political Bureau members. Authorities in Doha condemned the assault as a blatant breach of international law and a direct threat to the safety of Qataris and residents alike.
In the days following the attack, Arab and international voices have joined in strongly condemning Israel’s actions. The assault has been widely viewed as an attack not only on Qatari sovereignty but also on its role as a key mediator in negotiations aimed at halting the devastating war in Gaza.
