During an urgent letter, Bahr affirms to the heads of Arab and international parliaments the unconstitutionality of the the Palestinian Authority’s government with its newly appointed Prime Minister-Mohammad Shtayeh.
The First Deputy Speaker of the Legislative Council, Ahmed Bahr, declared the illegitimacy of the the newly appointed government which is to be formed soon, noting that it is unconstitutional and violates the Palestinian Basic Law.
This came during an urgent message sent by Bahr on Thursday morning to the heads of Arab, Islamic and international parliaments, the Secretary-General of the United Nations, the Secretary-General of the League of Arab States, and to parliamentary federations, gatherings and forums.
"The new government, which is intended to be formed by Mohammed Shtayeh after being appointed by Mahmoud Abbas, lacks the minimum requirements by law, and therefore represents only the party that has appointed it and does not in any way represent the orientations of the Palestinian people," the letter said.
He reviewed the constitutional and legal violations of Mahmoud Abbas in relation to the formation of his government headed by Mohammed Shtayeh, stressing that the circumstances of its formation violate the primary rules of the Basic Law.
He also stated that the formation of this government is a deviation from national consensus, and manipulation of the will of the Palestinian people, is by all means a separatist government that deepens the division and eliminates any glimmer of hope in achieving national unity and internal consensus.
Bahr pointed out to the illegitimacy of the prime minister or any of the ministers to exercise their duties until gaining approval of the Palestinian Legislative Council. He called upon the heads of parliaments to take appropriate measures to preserve the constitution and the law and to strive to promote the unity of the Palestinian people and achieve their hopes and aspirations for freedom and independence. He also called on governments to exert political pressure on the Ramallah authority to stop its encroachment of the law and the constitution.
