Writing anonymously for Haaretz, the officer admitted that this practice—referred to as the “Mosquito Protocol”—has been a routine tactic since December 2023, with soldiers employing civilians as human shields at least six times per day .
The officer described how Palestinian civilians are forced into dangerous situations, such as entering potentially booby-trapped homes or inspecting tunnels suspected of harboring Hamas operatives. This grim procedure, he explained, is faster than deploying alternatives like dogs, robots, or drones—a justification he condemned as both unethical and inhumane.
“Sub-Army of Slaves”: The Scale of Exploitation
The scale of this abuse is staggering. According to the officer, nearly every infantry platoon in Gaza has its own “shawish,” a term used to refer to a civilian forced to act as a human shield. Each company employs four shields, each battalion uses 12, and at least 36 shields operate within a single brigade.
This means that thousands of Palestinian civilians have been coerced into performing life-threatening tasks under duress. For example, no soldier enters a house without first sending in a “shawish” to ensure it is safe. These civilians are essentially treated as disposable tools, or what the officer chillingly described as a “sub-army of slaves.”
High-Level Awareness and Tacit Approval
The officer revealed that high-ranking commanders in the field have been aware of this practice for over a year but have done nothing to stop it. Instead, the use of human shields has been justified as an “operational necessity”. Despite the Military Police’s Criminal Investigation Department opening six investigations into these abuses, the officer argued that the issue requires a full, independent, national-level inquiry to uncover the extent of the crimes.
He warned that Israeli occupation faces significant legal risks, as the use of human shields constitutes a war crime recognized even by the Israeli forces themselves. “Until then”, he wrote, “Israel has every reason to be concerned about international courts, because this practice occurs daily and is far more common than the public is told.”
Survivor Testimonies: A Glimpse Into the Horror
The account aligns with testimonies from Palestinian survivors who have endured such treatment. Hazem Alwan, a young man from northern Gaza, recounted being forced to wear an Israeli army uniform and helmet while carrying out perilous tasks. Under threat of physical and psychological torture, he was made to enter homes suspected of being booby-trapped and photograph tunnel networks where Hamas operatives were believed to be hiding.
Alwan’s story is not unique. Earlier reports by The New York Times corroborated these claims, citing testimonies from seven Israeli soldiers who admitted witnessing or participating in the use of Palestinian detainees as human shields. These soldiers confirmed that the practice was routine, organized, and carried out with the explicit knowledge of their commanders.
Systematic Abuse Across Gaza
According to The New York Times, at least 11 teams of Israeli soldiers and intelligence personnel have forcibly sent Palestinian civilians into dangerous areas in five cities across Gaza. Civilians were compelled to explore tunnels, remove suspicious items like generators and water tanks, and disarm potential explosives—all under the watchful eyes of Israeli forces.
Eight additional Israeli soldiers and officials, speaking on condition of anonymity, provided further evidence of these practices. They described how detainees were sent into zones where Hamas members were thought to have set up ambushes, placing them directly in harm’s way.

Human rights organizations and legal experts have long condemned the use of human shields as a grave violation of international humanitarian law. The revelations in Haaretz and The New York Times underscore the urgent need for accountability and justice.
