DayofPal– A controversial new plan announced by Israeli Defence Minister Israel Katz has proposed the forcible transfer of the entire population of the Gaza Strip to a so-called “humanitarian zone” atop the ruins of Rafah, which has been heavily bombarded in recent months.
At the initial phase, the proposal involves relocating hundreds of thousands of Palestinian civilians into a confined area within Rafah.
The residents will be placed under strict security control, with severe restrictions on movement and ban on exiting, while lacking even the most basic necessities of life in the destroyed city of Rafah.
The site, which has already suffered extensive destruction from Israeli air and ground operations, reportedly lacks the infrastructure and basic necessities required to sustain life for such a large population.
Euro-Mediterranean Centre and Human rights organizations and legal experts warn that the proposed zone, which would be placed under tight Israeli military control, with restrictions on movement and exit, amounts to a de facto concentration camp.
Such conditions would leave civilians trapped in overcrowded, devastated areas, unable to access adequate shelter, food, clean water, or medical care.
“This is not a humanitarian plan; it is a blueprint for mass internment and forced displacement,” said chief of Euro-Mediterranean Centre. “It flagrantly violates international law and deepens the already dire humanitarian crisis.”
The announcement comes amid growing global criticism of Israel’s genocide in Gaza, where ongoing military operations have displaced over 1.7 million people and killed tens of thousands, according to figures from the UN.
Entire neighborhoods have been flattened, hospitals destroyed, and access to humanitarian aid repeatedly obstructed.
Analysts suggest that the plan reflects a broader strategic objective: to depopulate Gaza and permanently alter its demographic makeup, a move that would further Israel’s decades-long policy of territorial expansion at the expense of Palestinian self-determination.
The UN and several international governments have urged Israel to halt any forced displacement efforts and instead prioritize a ceasefire, humanitarian access, and a succeed the negotiations.
