Technocratic Committee Formed to Manage Gaza During Transitional Period

Palestinian factions have announced the formation of a technocratic committee to administer civilian affairs in the Gaza Strip during a transitional phase following months of war and widespread destruction.

The committee is composed of independent Palestinian professionals with backgrounds in engineering, economics, public administration, health, and municipal governance.

It is headed by Ali Shaath, a senior civil engineer and former government official, alongside members who previously served in key technical roles within ministries and local authorities.

The committee’s primary mandate is to manage day-to-day civilian affairs and ensure the continuity of essential public services. Its responsibilities include overseeing municipalities, coordinating humanitarian aid distribution, managing health and education services, restoring water and electricity networks where possible, and supervising the operation of crossings in coordination with relevant parties.

In addition, the committee is tasked with conducting an initial assessment of damage to infrastructure and public institutions, preparing technical plans for early recovery, and laying the groundwork for large-scale reconstruction once conditions allow.

It is also expected to coordinate with international and regional actors involved in humanitarian relief and reconstruction efforts.

Palestinian factions said the committee will function as an interim administrative body and does not represent a permanent political authority.

They emphasized that its role is limited to alleviating civilian suffering, preventing administrative collapse, and avoiding a governance vacuum during the transitional period.

Despite the announcement, the committee faces significant challenges, including ongoing Israeli military control, restrictions on movement and resources, and uncertainty over international engagement with the new body.

Still, supporters say the initiative represents a pragmatic step toward stabilizing Gaza’s internal affairs while broader political discussions over the territory’s future continue.
