DaysofPal – Hamas and other Palestinian factions in the Gaza Strip have firmly rejected a new United Nations Security Council resolution that proposes the creation of an international governing board and a multinational stabilization force to take control of the devastated enclave.
In a joint statement issued on Tuesday, the factions condemned the resolution as a United States–led initiative designed to establish arrangements “imposed outside the Palestinian national will.” They warned that the proposed foreign military presence “will turn into a type of imposed guardianship or administration, reproducing a reality that restricts the Palestinian people’s right to self-determination and to managing their own affairs.”
The groups said the plan, spearheaded by US President Donald Trump and supported by several Arab governments, amounts to “deep international partnership in the war of extermination waged by the [Israeli] occupation against our people.” They also criticized the resolution for overlooking ongoing Israeli attacks in the occupied West Bank and failing to address root causes such as ending Israeli occupation and dismantling the system of apartheid.
While the October 10 ceasefire brought a momentary sense of relief to Palestinians exhausted by bombardment and famine conditions, many residents voiced skepticism over the UN initiative.
“I completely reject this decision,” said Moamen Abdul-Malek from Gaza City. “Our people can rule ourselves. We don’t need forces from Arab or foreign countries to rule us. We are the people of this country, and we will bear responsibility for it.”
Mohammed Hamdan, also from Gaza City – much of which has been reduced to ruins during Israel’s two-year offensive – echoed the sentiment, saying the Trump-backed plan “would strip the resistance of its weapons, even though resistance is a legitimate right of peoples under occupation”.
Sanaa Mahmoud Kaheel expressed fears that the proposal would deepen uncertainty in a territory already teetering on collapse. “They initially said the Palestinian Authority would take control of the Gaza Strip, and we were enthusiastic about that. But things will be unclear with the international forces. We do not know what might happen tomorrow or the day after tomorrow with them being in Gaza.”
According to Mohamad Elmasry, a professor at the Doha Institute for Graduate Studies, the resolution fails to guarantee a sovereign Palestinian state, leaving “a good deal of cause for concern.” He noted that it offers no “meaningful path forward” toward Palestinian statehood.
The resolution also triggered backlash inside Israel. While Prime Minister Benjamin Netanyahu’s office issued a statement thanking Trump, who is expected to head the proposed “board of peace” to administer Gaza, far-right ministers blasted the decision. National Security Minister Itamar Ben-Gvir said that if the resolution promotes the possibility of a future Palestinian state, senior Palestinian Authority officials “must be assassinated,” and President Mahmoud Abbas imprisoned.
The Palestinian Authority, in contrast, welcomed the resolution and declared itself prepared to implement it.
Meanwhile, on the ground in Gaza, Israeli forces continued carrying out air strikes east of Khan Younis and demolition operations east of Gaza City, even beyond the so-called yellow line marking Israeli military control zones.
Gaza’s Health Ministry reports that nearly 70,000 Palestinians have been killed and more than 170,000 wounded since Israel’s assault began in October 2023, figures that continue to rise as destruction spreads across the enclave.
