Khalil al-Haya explains the details of the outcomes of the Cairo dialogue

Khalil al-Hayya, a member of the political bureau of Hamas said that the Palestinian factions have agreed on the mechanisms for holding elections for the National and Legislative Council and the presidency.

Al-Hayya explained, in a statement published on the Hamas website, that the factions agreed to form an election court by consensus, to neutralize any other judicial body, and to release all freedoms without restrictions.

It also agreed on the political ground on which the elections will be held, according to Al-Hayya.

He said that it was also agreed to return to Cairo next March to lay the foundations and mechanisms for forming the new National Council through elections and consensus.

The Palestinian factions meeting in Cairo issued a joint statement this evening, at the end of the two-day national dialogues.

The factions agreed to hold a meeting next March, in the presence of the National Council and the Central Elections Committee to agree on the mechanisms for conducting the elections.

It also agreed to form an election court by consensus of judges from the West Bank, Gaza Strip and Jerusalem, and this court will exclusively monitor everything related to the electoral process.

The elections will be conducted according to the presidential decree in 3 stages which are the legislative on May 22, and the presidential one on July 31, and they will be supervised by the Election Commission.

The completion of the National Council will take place on August 31, 2021, in accordance with the Articles of Association of the Liberation Organization and the National Understandings, so that elections for the National Council will be held whenever possible.

The last Palestinian elections for the Legislative Council were held in early 2006 and resulted in Hamas winning the majority. It was preceded by a year of presidential elections, in which Palestinian Authority President Mahmoud Abbas won.

These elections will be the third in the history of the Palestinians, and presidential elections were held in 1996 and 2005, and legislative elections were also held in 1996 and 2006.
