DaysofPal — Israeli occupation forces have continued to violate the ceasefire agreement in the Gaza Strip through artillery shelling, live fire, and demolition operations targeting multiple areas, particularly east of Khan Younis and north of Rafah, amid ongoing escalation in the eastern and southern parts of the territory.
According to local reports, the past several hours have witnessed heavy artillery bombardment targeting northern and eastern Khan Younis, alongside intense gunfire from Israeli military vehicles positioned east and south of the city.
Israeli forces also carried out two demolition operations northeast of Khan Younis overnight.
Amid the field escalation, Nikolay Mladenov, the head of what is so called the Peace Council for Gaza, presented a roadmap to implement former U.S. President Donald Trump’s Gaza plan.
The proposal includes arrangements related to reconstruction, disarmament of Palestinian factions, gradual Israeli withdrawal, and the deployment of an international stabilization force.
Speaking during a briefing to the United Nations Security Council, Mladenov called for obligating Israeli occupation to uphold its ceasefire commitments, while describing Gaza as still experiencing a humanitarian catastrophe.
He noted that approximately 80 percent of buildings in the enclave have been destroyed or damaged, with millions of tons of rubble remaining.
He stressed that disarmament of factions should occur gradually under international supervision.
Mladenov also submitted the first report of the Peace Council to the Security Council, claiming that Hamas’s refusal to disarm and relinquish control over Gaza constitutes the main obstacle to the proposed peace plan.
In his remarks delivered via video, Mladenov said that while he continues to call on Hamas and other Palestinian factions to return to negotiations and respect their obligations, progress cannot rely solely on Palestinian commitments.
He warned of the risks of inaction, stating that the deteriorating situation could become permanent, with Gaza effectively divided, with Israeli occupation controlling around 60 percent of the territory while Hamas maintains control over more than two million people in less than half the enclave.
Mladenov cautioned that residents could remain trapped amid rubble, dependent on aid, with no meaningful reconstruction unless disarmament is achieved.
“No investment, no movement, no horizon,” he said, adding that another generation of Palestinian children is growing up in tents, in fear and despair, with no security for Israeli occupation and no viable path toward Palestinian self-determination.
His proposed roadmap reportedly includes 15 points outlining mechanisms for reconstruction, disarmament, Israeli withdrawal, international stabilization efforts, and rebuilding the police force.
He added that it is still too early to speak of real recovery in Gaza, describing the current reality as deeply painful.
He also claimed that Israeli occupation has provided security guarantees that it would fulfill its obligations once Hamas commits to the roadmap, referencing the Sharm el-Sheikh agreement.
Mladenov emphasized that no Palestinian group would be asked to hand over weapons to Israeli occupation, but rather to a future Palestinian state represented by a national committee for Gaza governance.
He added that disarmament would take place in stages, under international oversight, and would apply to all factions.
Hamas Movement rejected Mladenov report, saying it adopts the Israeli narrative and ignores what it described as daily Israeli violations of the ceasefire.
Hamas spokesperson Hazem Qassem said in a press statement on Thursday that Mladenov’s call for the Security Council to pressure Hamas “by all means” to meet its obligations reflects continued alignment with the Israeli perspective and attempts to justify further escalation and tightening of the blockade on Gaza.
He added that Mladenov’s claims regarding increased humanitarian aid contradict realities on the ground, accusing Israel of continuing to restrict aid entry and reshaping policy of starvation.
Qassem reaffirmed Hamas’s commitment to the ceasefire despite ongoing violations and said the movement is ready to hand over governance of Gaza immediately and fully to a national administrative committee.
