DaysofPal- Taher al-Nono, political adviser to the head of Hamas’s political bureau, said that Israel has returned the course of negotiations to “square one” by presenting a new proposal containing language that differs from previously reached understandings. He stressed that Hamas rejects moving to any new stage before the full implementation of the first phase of the agreement.
Al-Nono stated that Israel has fulfilled only a limited portion of its obligations under the agreement, while Palestinian factions have complied with nearly all of their commitments. He accused Israel of seeking to impose new realities in the Gaza Strip through military and humanitarian pressure.
He explained that Hamas has received three different negotiation papers through mediators since April. According to al-Nono, the most recent round of talks saw the withdrawal of a proposal that had been the subject of positive understandings and its replacement with a new document containing substantial and unexpected amendments.
Al-Nono accused Israel of attempting to shift its obligations related to the first phase of the agreement into the second phase. He emphasized that Hamas remains committed to the principle that each phase must be fully implemented before moving on to the next.
He further said that Israel has raised issues related to the weapons of the resistance, tunnels, and the military infrastructure of Palestinian factions during the negotiations. According to al-Nono, these demands are aimed at dismantling Palestinian sources of strength and ending the resistance project. He also accused Israel of seeking to separate Gaza from the West Bank and undermine Palestinian national unity.
On the domestic front, al-Nono pointed to a state of consensus and coordination among Palestinian factions. He noted that recent meetings in Cairo addressed national issues that could pave the way for broader political understandings.
He also warned of escalating Israeli violations in the occupied West Bank, including displacement, land confiscation, and incursions into the Al-Aqsa Mosque compound, arguing that these developments are no less serious than what is taking place in the Gaza Strip.
Al-Nono called for the rebuilding of the Palestine Liberation Organization on the basis of broad and inclusive representation. He affirmed that communication and coordination continue between Hamas leaders inside and outside Palestine, adding that providing relief to the Gaza Strip remains one of the movement’s top priorities at the present time.
