DaysofPal – Hamas announced on Tuesday that its negotiating delegation has departed for the Egyptian capital, Cairo, to continue discussions on implementing the second phase of the Gaza ceasefire agreement.

In a statement, the movement said the delegation is scheduled to hold meetings with Egyptian officials and mediators from Egypt, Qatar, and Türkiye, as well as representatives of Palestinian factions and political groups.

The talks will focus on reinforcing the ceasefire, ensuring the implementation of commitments reached during negotiations in Sharm El Sheikh, addressing the humanitarian situation in the Gaza Strip, and advancing to the second phase of the plan proposed by U.S. President Donald Trump.

In order to advance to the next phase of the understandings, Hamas says that mediators are still working to ensure that the ceasefire agreement is fully implemented, strengthen the truce, and address unresolved humanitarian concerns in Gaza.

The negotiations are being held as the Israeli occupation continues to breach the ceasefire agreement by targeting Palestinians in different parts of the Gaza Strip, keeping restrictions on the entry of humanitarian aid, and impeding the implementation of several commitments stipulated in the agreement.

The latest round of talks also coincides with the Israeli security cabinet’s approval of a plan to introduce a so-called “Peace Council” and a multinational international force into Gaza.

Under the proposal, a pilot phase would begin in the southern city of Rafah, where a Palestinian technocratic committee would administer areas outside Hamas’ control with the support of an “International Stabilization Force.” If successful, the model would later be expanded to other parts of the Gaza Strip.
