US Congress Bill Demands Investigation Into Killing of Hind Rajab in Gaza

DaysofPal – Democratic lawmakers in the United States Congress have introduced legislation seeking answers from the United States Department of State about the killing of Palestinian child Hind Rajab, according to a report published by The Hollywood Reporter.

The proposed measure, titled the Justice for Hind Rajab Act, requires the U.S. administration to disclose what actions were taken to investigate the incident and whether any American citizens were involved. The bill was introduced in the Senate by Peter Welch and in the House of Representatives by Pramila Jayapal and Sara Jacobs.

Congressional push for investigation

Before reaching a vote, the proposal must pass through committee reviews and debates in both chambers of Congress. Observers say the bill faces significant obstacles in a legislature currently dominated by Republicans.

Hind Rajab, a six-year-old girl from the Gaza Strip, was killed on January 29, 2024. Her death drew international attention and became a symbol of the humanitarian toll of Israel’s military campaign in Gaza, where Palestinian health authorities report that more than 72,000 people have been killed since October 2023.

If the legislation becomes law, the U.S. Secretary of State and the Secretary of Defense would be required to submit a report to Congress within 45 days. The document would examine whether the killing violated the Foreign Assistance Act or the Leahy Law, which prohibits American military assistance to foreign units accused of serious human rights violations.

Lawmakers also want information about the Israeli soldiers involved in the incident and whether any of them hold U.S. citizenship. The bill requests all available information from U.S. agencies regarding the case, including whether the United States Department of Justice examined possible human rights violations.

The legislation highlights the scale of U.S. military assistance to Israel since the war began. According to the bill’s text, the United States has provided more than $21.7 billion in military support during the conflict, covering a large portion of the costs for operations conducted by the Israel Defense Forces in Gaza.

The proposal also cites reports from the Gaza Ministry of Health, which say more than 20,000 children have been killed in the territory during the war.

Critics have accused the administration of deflecting questions about Rajab’s killing. When journalists raised the issue previously, officials directed inquiries to the Israeli government regarding any investigation into the incident.

The U.S.-based advocacy group A New Policy welcomed the legislation and argued that independent investigations are necessary. The group was founded by former U.S. officials who resigned over the administration’s support for Israel’s military campaign following the October 7 attacks.

A case that drew global attention

Public attention on the case has also grown through the documentary The Voice of Hind Rajab, which recently received an Oscar nomination. The film portrays the desperate efforts of aid workers from the Palestine Red Crescent Society to rescue the child after she became trapped in a vehicle with family members in northern Gaza.

Investigations published in 2024 reported that Rajab and relatives traveling with her were struck by hundreds of bullets while trying to flee the area. For several hours she remained the only survivor inside the vehicle. She contacted emergency responders and pleaded for help while waiting for rescue.

Two paramedics, Yusuf al-Zeino and Ahmed al-Madhoun, attempted to reach her. Both were killed before they could reach the scene.

A recording of Hind’s final phone call later circulated widely. Her words became a powerful reminder of the human cost of the war and helped bring international focus to the case that lawmakers in Washington are now seeking to investigate.
