Amnesty International: Palestinian Prisoner Arrested as a Child, Ahmad Manasra, Still in Prison despite Worsening Mental Health

The Special Release Committee of the Israeli Occupation Prisons Authority issued its decision today to classify the file of the Jerusalemite prisoner Ahmed Manasra under the “Terrorism Law”

It decided that the case of the prisoner Manasra is a “terrorist act”, according to the definition of the “Anti-Terrorism Law”, depending on  what the Manasra’s defense team stated today Wednesday.

Lawyer Khaled Al-Zabarqa, from the defense team for the prisoner Manasra, said in a brief statement that “this decision is legally and constitutionally wrong, and it is a clear violation of the legal and constitutional foundations of the local and international legal system, especially in the laws related to children/minors.”

The defense team of the prisoner Manasra, who is serving an actual sentence of 12 years in prison, added, “We will later issue a statement detailing the reasons for the decision, and we will also file for an appeal against  this illegal decision.”

This decision prevents the possibility of transferring Ahmed’s file to the early release committee, but at the same time, the defense team still has the opportunity to appeal the decision.

The defense staff held the Israeli occupation authorities fully responsible for any compromising the safety and health of Manasra.

It is noteworthy that Manasra was subjected to severe intimidation and appeared in a video recording during his interrogation as a 13-year-old child. Later, the child Ahmed was transferred to Megiddo Prison after he was over 14 years old.

Manasra faces difficult and dangerous physical and psychological conditions in solitary confinement in Eshel Prison in Beersheba.

The occupation forces arrested the child Manasra on October 12, 2015, and he was sentenced to 12 years in prison at the time. Before transferring him to prison, the occupation authorities detained him in extreme conditions for two years in a special institution for juveniles.

The occupation court convicted Manasra in 2016 of carrying out an operation in the “Psgat Ze’ev” settlement in 2015 with his cousin, the martyr Hassan Manasra. On that day, the occupation soldiers shot Ahmed and Hassan (13 years old) and Hassan was killed on the spot.

Imprisoned Manasra was born on January 22, 2002, in Jerusalem. He is one of a family of ten. He has two brothers and is the eldest boy in his family, in addition to five sisters.

Before his arrest in 2015, he was a student at the ‘Aljeal Aljaded’ School in Jerusalem, in the eighth grade, and he was 13 years old at the time.

Due to the violence, isolation, and oppression, Manasra has been subjected to terrible conditions starting from how he was brutally beaten up by an Israeli mob and ran over by an Israeli vehicle later following to the woes he witnessed in Israeli prisons

Manasra has been suffering serious mental health issues that brought real concern to his psychological team and urged his legal team to submit an urgent request to the Israeli prison.

Ahmad has been diagnosed with schizophrenia, is suffering from psychotic delusions, and is severely depressed with suicidal thoughts. On Wednesday, June 15th, he was moved to the Ramleh prison hospital in central Israel due to his deteriorating mental state, According to Amnesty international.

The team emphasized that the young man – who was detained illegally as a minor – requires professional diagnosis, treatment with appropriate medications and an end to his solitary isolation.

It stated that it held the Israeli occupation is accountable for “the deterioration in Ahmad’s physiological condition in particular and his health in general,”

Following that, “a disregard of Ahmad’s health condition could lead to a serious psychological setback.”

Manasra has been unlawfully detained for seven years by the Israeli occupation under horrific circumstances and is currently suffering from serious mental health issues. He was arrested at just 13 and violently interrogated without a lawyer or his parents present.

He was handed a 12-year jail term – later reduced to nine – for the attempted murder of a 20-year-old and a 12-year-old boy in an illegal Jewish settlement in occupied East Jerusalem, this is despite him not taking part in the attack.

At the time of his arrest and while he was only 13, Israeli law stated that children under the age of 14 could not be held criminally responsible despite that he was illegally convicted of a crime he didn’t even commit.

Last month, the Israel Prison Service (IPS) filed a request to the Beersheba District Court requesting the extension of his solitary confinement, which he has been in since early November 2021, further prolonging and worsening his suffering within the Israeli jails.
