DayofPal—Doctors Without Borders (MSF) has confirmed that it will not provide Israel with a list of its Palestinian and international staff, citing the absence of guarantees for staff safety and organizational independence.
The announcement comes after the Israeli government required NGOs operating in occupied Palestine to submit personal details of their employees as part of a registration process.
In December 2025, 37 NGOs, including MSF, were notified that their registrations would expire, potentially forcing them to halt operations in Gaza, the West Bank, and East Jerusalem within two months.
MSF stated that, on 23 January, it offered to share a limited list of staff names under strict conditions prioritizing safety and consent.
However, the organization said it was unable to secure assurances that the information would be used solely for administrative purposes, would not endanger staff, and that MSF would maintain control over human resources and medical operations.
“No staff information has been shared with Israeli authorities in this process,” MSF emphasized.
Since the start of Israel’s genocide in Gaza in October 2023, over 1,700 health workers have been killed, including 15 MSF staff.
The Palestinian Health Ministry reports more than 71,000 Palestinian fatalities, a figure the Israeli army has acknowledged.
MSF warned that expulsion from Gaza and the West Bank would have a devastating impact, as Palestinians face destroyed homes, urgent humanitarian needs, and a nearly collapsed health system.
In 2025, the organization conducted 800,000 medical consultations, assisted in one in three births, and supported one in five hospital beds in Gaza.
Humanitarian groups and several Muslim-majority countries, including Saudi Arabia, the UAE, Jordan, Indonesia, Turkey, Pakistan, Qatar, and Egypt, have urged Israel to allow NGOs and UN agencies to operate freely, stressing that restrictions would violate internationally recognized humanitarian frameworks.
