The Palestine Liberation Organization (PLO) has released a comprehensive report documenting the Israeli occupation’s central focus is the consolidation of settlements as a linchpin within its expansive Zionist initiative. The report, emanating from the National Bureau for Boycott Affairs and Land Defense of the PLO, asserts that this pursuit is intertwined with the tacit encouragement of Jewish settler terrorism in the occupied Palestinian territories.
Citing a litany of evidence, the report contends that Israel has adeptly employed a range of colonial methods and strategies to fortify its Zionist agenda while simultaneously undermining the prospects of an independent Palestinian state. The historical origins of terror in the region, according to the report, can be traced back to the Zionist movement and its pre-1948 operational footholds within British Mandate Palestine. These Zionist institutions, the report contends, laid the groundwork for militaristic and paramilitary factions – some of which manifested as terrorist groups – that orchestrated brutal offensives and conducted ethnic purges against the Palestinian populace.
Among the gravest indictments made by the report is its reference to the infamous “Dalet plan.” The plan, approved by the highest echelons of the Zionist movement and the Jewish Agency in March 1948, epitomizes the malign intent of these organizations. It mandated the merciless slaughter of civilians, the dissemination of terror, the encirclement of Palestinian urban centers and villages, the conflagration of homes and assets, and the strategic placement of mines among the rubble, effectively obstructing the return of displaced individuals to their residences.
The report states that these terrorist groups committed at least 28 massacres, with the massacre in Deir Yassin being a chilling example. These horrific acts of violence also resulted in the destruction of over 530 communities, leading to the forced displacement of an estimated 800,000 Palestinians, who became permanent refugees.
The report also names some of the prominent figures who led these terrorist groups. The report mentions Menachem Begin and Yitzhak Shamir, who later became prime ministers of Israel. These leaders praised the brutal deeds of their followers and continued to implement similar policies during their political careers.
The PLO report maintains that the Israeli establishment persists in its sponsorship of settler terrorism within the occupied Palestinian territories, as settlements are perceived as indispensable instruments to advance its colonial objectives. This backing, the report underscores, extends across legal, political, economic, and military realms, shielding settlers who relentlessly target Palestinian communities.
In a resounding call to action, the report implores the international community to hold Israel accountable for its litany of transgressions against both international law and human rights. It also beseeches the Palestinian populace to defy the Israeli occupation and its entrenched colonial policies through any means at their disposal.
The report’s release coincides with an alarming upswing in settler violence within the occupied West Bank. Recent reports have detailed numerous instances in which settlers have perpetrated assaults on Palestinian villages, ravaged crops, vandalized property, and inflicted harm upon children. Critics have accused Israel of a marked leniency towards settler violence, and a perceived failure to enforce the rule of law within occupied territories.
According to United Nations data for this year alone, there have been 591 attacks by Israeli settlers that caused casualties and property damage to Palestinians – marking an unprecedented monthly average.
Human rights organizations, too, have amassed evidence of settler violence that transcends local crime to potentially constitute war crimes and crimes against humanity under international law. These instances include attacks on healthcare personnel, ambulances, and medical facilities, as well as assaults on educational institutions, educators, and students. Religious sites have also been targeted, alongside cases of forced displacement, collective punishment, torture, murder, and even sexual violence.
The report appeals to the international community to take concrete actions to end Israel’s impunity and protect Palestinian rights. The report demands severe sanctions against both Israel and its settlers, aimed at making them accountable for their blatant violations of international law. The report asserts that the international community can send a clear message that settler terrorism is incompatible with civilized values.
