DaysofPal- Senior Hamas leader Abdul Rahman Shadid has stated that the Movement is ready to enter the second phase of ongoing negotiations, but only if Israel demonstrates a genuine commitment to implementing the terms agreed upon in the first phase.
In a press statement, Shadid emphasized that the response from Palestinian resistance factions has been marked by responsibility and flexibility, reflecting respect for the efforts of international mediators. He stressed that there are no new preconditions beyond those already agreed upon for advancing to the next stage of talks.
Shadid noted that progress to the second phase depends on several key measures, including a halt to ongoing violence in the Gaza Strip, the entry of humanitarian aid, and allowing wounded individuals to leave through the Rafah Crossing, as stipulated in the Sharm el-Sheikh Agreement.
He questioned the feasibility of moving forward while, according to his remarks, violations of the first phase continue, citing ongoing casualties, shortages of food, and restrictions on medical evacuations.
Addressing the issue of arms, Shadid described the resistance’s weapons as a fundamental right of the Palestinian people, arguing that they cannot be relinquished under continued occupation. At the same time, he indicated a willingness among factions to discuss the matter within a unified national framework that safeguards Palestinian political rights. He added that such weapons are used for defense in line with international law, contrasting this with the arming of settlers and violations against Palestinians.
Turning to the humanitarian situation, Shadid described conditions in Gaza as catastrophic, pointing to the ongoing large-scale violations driven by blockade, deprivation, and violence, affecting more than two million people.
He called on the international community to treat the situation as a major humanitarian crisis and to take a clear stance to halt these developments.
In a related statement, Hazem Qassem confirmed that the Movement had submitted a positive response to proposals put forward by mediators, as negotiations continue in Cairo. The talks involve a delegation led by Khalil al-Hayya.
Qassem said Hamas is closely following the negotiations to ensure full implementation of the ceasefire agreement, particularly the humanitarian provisions of the first phase, while pressing for an end to ongoing violations.
He added that mediators have introduced several proposals that have been met with a constructive response, aimed at developing practical mechanisms to enforce the agreement. Consultations remain ongoing in pursuit of arrangements that could ease conditions for Palestinians.
Previously, Hamas stated that it had conducted extensive meetings in Cairo with mediators and Palestinian factions to discuss completing the first phase and preparing for the second, reaffirming its commitment to continuing negotiations and overcoming obstacles.
