DaysofPal – An unprecedented surge in Israeli settlement activity took place across the occupied Palestinian territories in 2025, according to a new report released by the Israeli anti-settlement organization Peace Now.
The report, titled Summary of a Year of Terror, Displacement, and Annexation – 2025 in the Settlements, says the year witnessed a dramatic escalation in the establishment of new settlements and outposts, expansion of existing settlements, increased settler violence, widespread demolition of Palestinian property, and the forced displacement of Palestinian communities. It argues that these measures form part of an accelerated policy aimed at the de facto annexation of the occupied West Bank, including East Jerusalem.
The report said Israeli authorities approved the establishment of 54 new settlements in 2025, including several previously unauthorized outposts that were retroactively legalized. The government also approved the construction of 27,941 settlement housing units, issued tenders for an additional 9,629 units, and expanded the municipal jurisdiction of 27 settlements.
It further documented the creation of 86 new settlement outposts throughout the year, including 60 pastoral outposts, at an average rate of one to two new outposts each week. It states that escalating settler activity and attacks led to the complete or partial displacement of 22 Palestinian communities.
In addition, Israeli authorities demolished 1,269 Palestinian structures in Area C of the occupied West Bank, citing the lack of building permits as the justification.
The report also recorded 1,828 attacks carried out by Israeli settlers against Palestinians and their property during 2025. These incidents resulted in the killing of nine Palestinians and the injury of 838 others.
Despite facing significant domestic political challenges, the report says the Israeli government has continued to invest billions of shekels in expanding the settlement enterprise.
Peace Now warned that these policies are designed to prevent the establishment of a viable Palestinian state, arguing that continued settlement expansion will prolong the conflict, deepen Israel’s international isolation, and increase its economic burden.
