DaysofPal- Hazem Qassem, spokesperson for the Islamic Resistance Movement (Hamas), said that Hamas and other Palestinian factions held a series of intensive meetings with mediators over the past week to discuss mechanisms for implementing the Gaza peace plan. He stated that these consultations resulted in important understandings with the three mediating countries: Qatar, Egypt, and Turkey.
In press remarks on Monday, Qassem explained that the understandings addressed the completion of the first phase of the agreement, as well as the development of mechanisms for the second phase. According to him, these discussions covered several sensitive issues, most notably enabling the National Committee for the Administration of the Gaza Strip to assume governance and administrative responsibilities across all sectors, including the security file, in addition to arrangements concerning Palestinian weapons.
Qassem said the understandings were reached following extensive consultations among Palestinian factions that participated in meetings held in Cairo. He noted that the mediators expressed satisfaction with the positions and responses presented by the factions and viewed them as a positive foundation upon which a comprehensive agreement could be built.
He added that Hamas and the Palestinian factions informed the mediators that responsibility for advancing the process now rests with them, as well as with the Peace Council and its envoy, Nikolay Mladenov. According to Qassem, they are expected to exert the necessary pressure on Israel to halt violations and adhere to the agreed understandings.
Qassem further stated that Mladenov’s visit to Cairo and his meetings with Palestinian factions, including Hamas, introduced a vision that did not align with the previous understandings reached with the mediators. He argued that this contributed to complicating the situation and hindered efforts to reach a final agreement during that stage.
He added that Hamas believes Mladenov continues to approach the issue from a perspective close to the Israeli position, which, according to Qassem, was reflected in the proposals he presented during his recent meetings.
Qassem said that Palestinian factions have continued their internal and bilateral consultations in recent weeks to study the proposal submitted by Mladenov, to formulate a unified position that takes into account the interests of the Palestinian people, contributes to ending the war in the Gaza Strip, and opens the way for relief and reconstruction efforts.
He stressed that the primary objective of these efforts is to alleviate the suffering of Palestinians in Gaza and create the conditions necessary for stability, helping to address the humanitarian and economic consequences left by the war.
