Hamas Signals Openness to Ceasefire Proposals

DaysofPal- Hamas spokesperson Hazem Qassem said that the Hamas Movement is dealing positively with any proposals emerging from ongoing Cairo talks that guarantee Palestinian rights and bring an end to the Israeli genocide, killing, and total humanitarian collapse in the Gaza Strip.

In exclusive remarks on Sunday evening, Qassem confirmed that negotiations in Cairo have entered their second day.

The first day involved meetings among Palestinian factions, while the second day included discussions with Egyptian intelligence officials, who are leading mediation efforts.

He added that meetings are also being held with ministers responsible for mediation from the three key mediating countries: Egypt, Qatar, and Turkey.

Qassem emphasized that Hamas remains committed to a clear framework centered on fully implementing the ceasefire agreement reached in Sharm el-Sheikh.

He said that Israeli occupation is failing to adhere to the agreement’s provisions, citing continued killings, airstrikes, assassinations, restrictions on humanitarian aid, expansion of the so-called “yellow line,” and ongoing issues surrounding the Rafah crossing.

He explained that Hamas’s current focus is on establishing mechanisms and guarantees to ensure the first phase of the agreement is implemented.

This includes halting hostilities, facilitating the agreed delivery of humanitarian aid, and enabling a national committee to manage affairs in Gaza.

Qassem noted that only one-third of the agreed aid is currently being allowed into the territory.

According to Qassem, discussions on the second phase, covering issues such as the potential deployment of international forces, the future of weapons in Gaza, and governance structures, will only proceed after full implementation of the first phase.

He stressed that Hamas has shown flexibility toward logical and reasonable proposals but insisted that pressure must be applied on the Israeli occupation to fulfill its commitments.

Qassem also criticized the U.S. effort to introduce new conditions linking all negotiation tracks, including reconstruction, governance, Israeli withdrawal, and international forces, to the issue of weapons.

He said this approach contradicts the original ceasefire agreement and complicates progress.

He pointed to the involvement of Nikolay Mladenov, representing a peace council initiative, accusing him of aligning with Israeli positions and contributing to the complication of negotiations by tying multiple issues to disarmament.

The Hamas spokesperson further accused the United States of clear bias toward Israel, citing its support for Israeli violations and failure to pressure the Israeli occupation to halt military operations or allow sufficient humanitarian aid into Gaza.

Qassem concluded by calling on mediators, particularly Egypt, Qatar, and Turkey, to take a more balanced stance and intensify pressure on the Israeli occupation to comply with the ceasefire terms, warning that ongoing violations and escalation threaten to derail efforts to stabilize the situation.

The Cairo talks are taking place amid worsening humanitarian conditions in Gaza, with continued Israeli strikes and threats to expand military zones placing additional urgency on mediation efforts.
