DaysofPal– A new report by Oil Change International has revealed that 25 countries supplied the Israeli occupation with oil during its war on Gaza, denouncing a fossil fuel system that it says fuels “genocide” and exacerbates the global climate crisis.
Published on the sidelines of the 30th Conference of the Parties (COP30) in Brazil, the report states that Azerbaijan and Kazakhstan provided 70% of crude oil shipments to the Israeli occupation between November 1, 2023, and October 1, 2025.
According to Oil Change International, the countries supplying fuel during this period were fully aware of the atrocities committed in Gaza.
The organization said its report documents the complicity of these states, urging them to acknowledge their role in the Israeli genocide and to cease further support.
The NGO commissioned the research firm Data Desk to analyze oil flows, identifying 323 shipments totaling 21.2 million tons during the stated period.
The report notes that Russia, Greece, and the United States are the leading exporters of refined petroleum products to the Israeli occupation.
Notably, the United States is the only country supplying JP-8 fuel for military aircraft.
Shadi Khalil, a representative of the organization, told journalists: “Countries risk becoming complicit in genocide under international law and the Genocide Convention. While world leaders gather at COP30, the deadly links between fossil fuel suppliers and international conflicts are becoming clear.”
Human rights and international law experts have echoed these warnings. Irene Petrobauli, a researcher at the British Institute of International and Comparative Law, said states are legally obligated to comply with the provisional order of the International Court of Justice to “prevent and punish genocide.”
She added: “States must recognize that their assistance, particularly military aid, to Israel could expose them to risks of complicity under the Genocide Convention.”
Meanwhile, Ana Sánchez Mira, coordinator of Global Energy Embargo for Palestine, told AFP that distinguishing between civilian and military use of oil in the Israeli occupation is largely irrelevant, describing the country as “a colonial settler occupation system.”
She cited the Israeli partially coal-powered electricity grid, which illegally connects to occupied Palestinian territories, as an example of this system.
The report comes amid growing international calls for sanctions on energy exports to the Israeli occupation as allegations of war crimes and crimes against humanity in Gaza continue to mount.
