DaysofPal- The Palestinian Centre for Human Rights (PCHR) has issued a stern warning regarding U.S. President Donald Trump’s 2025 plan for the Gaza Strip. In a recently published position paper, the organization emphasized that the proposal constitutes a grave violation of international law and entrenches policies of forced displacement.
The PCHR characterized the plan as an attempt to liquidate the fundamental rights of the Palestinian people within the ongoing context of the crime of genocide.
The PCHR condemned the contents of the American framework, which was presented as a pathway to end the war in Gaza. According to the rights group, the plan bypasses the inalienable rights of Palestinians, specifically the right to self-determination and the right to remain on their land. The center argues that the proposal reintroduces policies of mass uprooting under the guise of “humanitarian solutions.”
Under international humanitarian law, any proposals involving the transfer of Gaza’s population or encouraging their migration outside the Strip constitute the crime of forced deportation. The PCHR noted that such measures amount to crimes against humanity, particularly given the backdrop of the current war, widespread destruction, and acute humanitarian crisis.
The rights center highlighted that the American plan was drafted without the involvement or political representation of the Palestinian people. This exclusion reflects an attempt to impose political and security arrangements against the national will. The PCHR warns that this approach threatens to establish a new form of guardianship or indirect occupation over the Gaza Strip.
Furthermore, the paper pointed out that certain elements of the proposal, including transitional governance arrangements and international oversight, fail to address accountability for serious violations committed during the war. It argued that the plan prioritizes political and security considerations over justice and the rights of victims.
The organization emphasized that any initiative aimed at ending the conflict must begin with an immediate ceasefire, the protection of civilians, and the opening of humanitarian corridors. It also stressed the importance of enabling Palestinians to rebuild the Gaza Strip without restrictions, ensuring they can remain on their land and rejecting any form of forced displacement.
The organization concluded that a just and lasting solution requires strict adherence to international law and United Nations resolutions. This includes ending the occupation and enabling the Palestinian people to exercise their full rights, free from any projects that impose new realities on the ground at the expense of those rights.
