The Israeli parliament, the Knesset, has taken steps towards shutting down the United Nations Relief and Works Agency for Palestinian Refugees (UNRWA) and labeling it a “terrorist organization.” The controversial bills, passed in their first readings, mark a sharp escalation in the Israeli stance towards the agency.
The first bill, passed with a 58-9 vote, prohibits UNRWA from operating any missions, providing services, or conducting activities on Israeli territory, as reported by The Times of Israel. Supporters argue that UNRWA’s presence perpetuates a Palestinian refugee issue that undermines Israeli sovereignty.
A second bill, approved 63-9, aims to strip UNRWA personnel of the legal immunities and privileges typically extended to United Nations staff in lands occupied by Israel. This measure underscores the Israeli determination to dismantle the agency’s operational framework within its borders.
The most contentious of the bills, passed 50-10, seeks to formally designate UNRWA as a “terrorist organization.” This move demands that the Israeli occupation sever all ties with the agency, citing alleged connections between UNRWA personnel and Palestinian militant groups.
These legislative efforts reflect the Israeli long-standing criticism of UNRWA, intensifying particularly since the outbreak of conflict in Gaza last October. Israeli officials have accused UNRWA of perpetuating the Palestinian refugee crisis rather than seeking a durable solution, thus complicating prospects for peace in the region.
The bills will now proceed to the Knesset’s Foreign Affairs and Defense Committee for further review and amendments before undergoing two more readings. If ultimately passed, these measures would mark a decisive shift in the Israeli approach towards UNRWA, potentially influencing international perceptions and dynamics related to the Israeli-Palestinian conflict.
While the bills have garnered support within the Israeli parliament, they are expected to face strong opposition from international bodies and humanitarian organizations critical of efforts to shutter UNRWA. The United Nations has consistently defended the agency’s mission to provide essential services to Palestinian refugees, urging all parties to uphold international law and humanitarian principles.
