Human Rights Watch (HRW) criticized former U.S. President Donald Trump’s proposed Gaza plan, saying it fails to ensure accountability for war crimes or offer real protection for civilians amid Israel’s ongoing assault on Palestinians.
According to HRW, the 20-point plan presented by Trump lacks any concrete measures addressing human rights violations or mechanisms to hold perpetrators accountable. The organization urged governments to enforce arms embargoes, impose targeted sanctions, and back the International Criminal Court’s investigations — actions required under international law to stop and prevent further abuses by all parties.
Omar Shakir, HRW’s Israel and Palestine director, said that the two years since October 7, 2023, have been marked by relentless atrocities against civilians, with no justice or respite in sight.
“Governments cannot afford to wait for Trump’s proposal — or any future political plan — before acting to protect those most at risk,” Shakir said.
HRW concluded that the vast destruction in Gaza and the systematic nature of the attacks reflect Israel’s disregard for its obligations under international humanitarian law.
