Dayofpal—A scathing report released by Hamas titled “Israeli Violations of the Sharm Al-Sheikh Agreement” outlines extensive breaches of Gaza ceasefire terms signed on October 9, 2025, under U.S. President Donald Trump’s administration.
According to the Hamas political bureau, which compiled and distributed the report to ceasefire mediators from Egypt, Qatar, Turkey, and the United States, Israel has flagrantly violated nearly every clause of the agreement, particularly those relating to civilian protection, humanitarian aid, and the reconstruction of Gaza.
The report opens with a detailed list of civilian deaths caused by Israeli attacks since the truce began. Hamas states that Israeli forces have deliberately targeted civilians in permitted movement zones, killing 46 Palestinians and injuring 132 others. At least half of those killed were children, women, or elderly people.
Among the most harrowing incidents was the complete destruction of the Abu Shaban family, including seven children and two women. “These attacks are not random,” the report says. “They represent a calculated attempt to undermine the ceasefire and continue a policy of state terrorism.”
A major violation highlighted in the report is Israel’s failure to withdraw from designated zones, particularly the “yellow line”, a temporary boundary meant to mark Israeli retreat.
According to Hamas, Israeli tanks, drones, and artillery continue operating between 600 to 1,500 meters inside Gaza, preventing thousands of displaced Palestinians from returning to their homes.
The restricted area now spans 45 square kilometers, with Israeli military equipment and surveillance towers still active within, the report states.
Hamas further accuses Israel of violating humanitarian clauses in the agreement by significantly restricting aid deliveries. Key points from the report include: A near-total ban on meat, poultry, and livestock. In addition, only 3 gas trucks and 29 fuel trucks allowed in over nine days, just 7% of the agreed daily quota of 50 trucks. Ongoing closure of the Zikim crossing, a major entry point for aid from Jordan. A ban on agricultural essentials, such as seeds, fertilizers, and solar equipment.
“These measures aim to further strangle Gaza’s economy and collective survival,” Hamas claimed.
Furthermore, despite provisions in the ceasefire allowing the entry of construction and medical supplies, Hamas says that Israel is deliberately stalling Gaza’s recovery by denying essential materials, including: Ambulances and civil defense vehicles, medical equipment and infrastructure tools, road, water, and communication network materials, currency shipments and banking resources, and construction materials for hospitals, bakeries, and public buildings.
“Israel’s strategy is to ensure Gaza remains uninhabitable,” the report argues.
The report also condemns Israel for its treatment of Palestinian detainees and the mishandling of bodies of the deceased. Hamas added that Ista l failed to release all detainees, particularly women and minors, withheld identification of hundreds of deceased Palestinians returned 150 bodies in inhumane conditions, many handcuffed, blindfolded, or crushed under military vehicles.
Hamas is now calling for international help to allow DNA testing kits and excavation equipment into Gaza to identify and recover missing victims still buried under rubble.
In its closing remarks, Hamas reiterated its commitment to the ceasefire and placed full responsibility for the breakdown on Israel. The group urged the mediating nations to intervene and pressure Israel to honor its commitments.
“We call on Egypt, Qatar, Turkey, and the United States to hold Israel accountable and prevent a total collapse of the agreement,” the statement concluded. Hamas also called on international human rights organizations to investigate the violations and war crimes.
